At each General Convention, legislative aides serve the House of Deputies by working closely with the officers of legislative committees to help legislation move through convention efficiently and smoothly. For General Convention 2015, legislative aides will be appointed through a new open application process.

Both alternate deputies and volunteers who will attend General Convention at their own expense are eligible to apply to be legislative aides. The application is available online through March 31.

"These volunteers provide a significant service to the House," said the Rev. Gay Clark Jennings, president of the House of Deputies, in announcing the open application process. "I am grateful to the Rev. Paul Burrows, who has once again agreed to chair this important committee, and I am pleased that, for the first time, we can offer people from across the church the chance to apply." 

"Because all of the legislative work at this General Convention will be done electronically, I hope that volunteers who are especially comfortable with technology will apply."

Legislative aides will:

  • Attend the Orientation of Committee Officers and Legislative Aides to be held in Salt Lake City June 23, 2015 from 2 to 5 pm.
  • Attend meetings of the House of Deputies Legislative Aides Committee chaired by the Rev. Paul Burrows, and work under his supervision and guidance.
  • Assist with the work of the committee at the direction of committee officers, especially the chairs and secretaries.
  • Coordinate with Committee on Dispatch of Business liaison assigned to the committee.
  • Obtain legislative process information from the Secretariat.
  • Assist with arrangements for committee meetings and hearings.
  • Manage the logistics of hearings including witness registration and room set-up; for especially large hearings, arrange a suitable venue through the Secretariat and be available to the committee chair throughout the hearing.
  • Maintain neutrality in regard to resolutions being considered by the committee.

Dear Deputies and Alternate Deputies:

The House of Deputies Study Committee on the Rules of Order was appointed by President Jennings following the 77th General Convention. Her goal in appointing the committee was to undertake a comprehensive review and update to the Rules of Order that govern legislative business in the House of Deputies. During our work, she has encouraged us to think creatively about ways to improve the work of the House of Deputies.

Our study committee began its work by meeting with a parallel committee from the House of Bishops. During this meeting, we had a fruitful discussion and shared some of the experiences of our respective Houses and opportunities to improve the Joint Rules of Order.

Throughout its work, the House of Deputies study committee approached its task with two goals in mind. The first goal was to revise the rules of order in a way that makes them clearer, easier to understand, and a better resource for deputies who are trying to locate a particular rule. The second goal was to evaluate ways to improve the rules to facilitate the work of the House of Deputies (House) and the General Convention.

A year from now, we will gather in Salt Lake City for the 78th General Convention of The Episcopal Church. In preparation, we are working together to ensure that our shared legislative business can proceed efficiently and in ways that will facilitate God’s mission.

To that end, and in accordance with the Rules of Order of the House of Deputies and House of Bishops, we are naming the legislative committees listed below to receive and propose resolutions for General Convention’s consideration. Our goal is to establish legislative committees that are more closely aligned with the framework of the Five Marks of Mission.  This has shaped our mission work in the current triennium, and we trust that it will continue to shape our engagement in God’s mission in the next triennium.

1. Dispatch of Business Proposes the agenda for its house and determines the calendar of the day, proposes special orders of business, and schedules elections. (Each house has its own committee.)

2. Certification of Minutes Reviews the minutes of the previous legislative day, corrects the minutes and reports on their completion to the house. (Each house has its own committee.)

3. Rules of Order Reviews and proposes revisions to the rules that govern each house. (Each house has its own committee. They meet as cognate committees to review and propose Joint Rules of Order that govern both houses.)

4. Constitution & Canons Receives and proposes resolutions that propose amendments to the Constitution or Canons.
