From the Presiding Officers: 80th General Convention Legislative Committees Announced

Dear Bishops and Deputies:

When we wrote to you in November announcing that General Convention would be postponed until July 7-14, 2022, we committed to appointing deputy and bishop legislative committees early and charging them to begin their work virtually in advance of our gathering in Baltimore. Today we are taking the next step in that process. We have now finalized the list of legislative committees for the 80th General Convention and have determined that we will appoint bishops and deputies to serve on them by June 15. We will expect both bishop and deputy committees to begin their work on November 1.

As we did in 2018, we have created some committees that have traditionally handled legislative business and also formed new committees to advance particular priorities and receive work done in response to certain resolutions from the 79th General Convention. For example, we will have for the first time a House of Deputies and a House of Bishops committee on Sexual Harassment, Sexual Exploitation, & Safeguarding, which will be distinct from the committees that will handle issues related to the church’s Title IV disciplinary canons. Another new committee we have established for both the House of Bishops and House of Deputies is Agencies & Boards, which will receive and propose resolutions related to Episcopal Relief & Development, the Church Pension Fund, The Archives of the Episcopal Church, Forward Movement, and many other agencies and boards of The Episcopal Church. In addition, we are appointing parallel legislative committees on Committees & Commissions, which are established in Joint Rule VIII of our rules of order but have not functioned during recent General Conventions.

By asking legislative committees to begin work online in November, we hope to make it easier for people across the church to participate in the legislative hearings that help shape the actions of General Convention and make our church’s mission possible. We also believe that beginning legislative committee work in advance of General Convention will make it possible to complete the work of convention in eight or nine days rather than the ten or more days of past conventions. Many deputies with job and family responsibilities have told us that more advance work and fewer days away from home will help them participate in the ministry of governance more fully.

On March 1, all deputies will receive a survey about legislative committee preferences, relevant expertise and experience, and demographics. Bishops will be surveyed about their interests this spring, and both deputy and bishop committees will be appointed by June 15.

Before we begin our legislative committee work in November, we will gather on July 17, the Feast of William White, for an online convocation of worship and prayer to help us hear what the Spirit is saying to the church as we prepare for General Convention. Please look for more information about that event coming this spring, and please continue to pray for all those suffering in the midst of this pandemic that has changed our church and our world forever.

Cuando les escribimos en noviembre para anunciar que la Convención General se postergaría hasta el 7-14 de julio de 2022, nos comprometimos a nombrar los comités legislativos de diputados y obispos temprano y encargarlos a comenzar su trabajo virtualmente por adelantado de nuestra reunión en Baltimore. Hoy día damos el próximo paso en ese proceso. Hemos finalizado la lista de comités legislativos para la 80ª Convención General y determinado que nombraremos obispos y diputados para servir en ellos antes del 15 de junio.
